Eligibility
- Smallholder farmer or cooperative in target value chains (small grains, horticulture, small stock)
- Located in priority regions (north-central, Kunene, Omaheke parts)

- Cooperative or farmer-group affiliation preferred
- Existing value-chain participation (production or processing)
